The Indian states where cow slaughter is illegal and punishable

Most of the Indian States treat cow slaughter illegal and punishable. Then why this uproar when Hindus want to protect the law and why so silence while Muslims violate the law!

As per  information 23 States and UTs have their own law or regulations for the ban or restrictions on cow slaughter. There are 29 States and 7 Union Territories (including Delhi NCR) in India.

In the Directive principles of Indian constitution, there is clear mention for cow protection. Art 48. says, “Organisation of agriculture and animal husbandry The State shall endeavour to organise agriculture and animal husbandry on modern and scientific lines and shall, in particular, take steps for preserving and improving the breeds, and prohibiting the slaughter, of cows and calves and other milch and draught cattle”.

But, for the appeasement of Muslims and vote bank policies, the framed laws and regulations in the Indian States are rampantly violated in the contexts of cow slaughter and cow protection inter alia.  Apart from hurting Hindus sentiments (as Hindus have a highest faith and veneration for cows and treated cow as mother goddess) on cow slaughter, the perpetrators of it never mind the ‘prohibition of animal cruelty act’ or ‘pollution control acts’ in this row.

The recent concoctions about ‘Beef Ban’, ‘Dadri lynch’ or the ‘Mainpuri violence’ in Indian are aimed to wash out the existing rules and regulations on ban on cow slaughter in India and to jeopardize conventional Indian agro economy by destroying the sustainable resources of Cow progeny.

The pseudo secular elements in Indian politics and media never raise their voice while huge pollution made by illegal and violent ‘Cow slaughter’ depraving the national policy of ‘Clean India Movement’ (Swacch Bharat Abhiyan). A huge pollution comes out daily from 30,000 illegal and unlicensed abattoirs in India.

But, the media morons and the political zealots are blindfolded by the Islamists not to realise the gravity of the following rules and regulation so far.

States where cow slaughter is banned or restricted:

1) Andhra Pradesh & Telangana
Slaughter of cows, calves prohibited. Bulls, bullocks can be killed against “fit-for-slaughter” certificate, issued if animals can no longer be used for breeding; draught /agricultural operations. Violators face 6 months jail and/or Rs 1,000 fine.

2) Assam
Cow slaughter banned except on issue of ‘fit-for-slaughter’ certificate, at designated places.

3) Bihar
Slaughter of cows, calves banned; of bulls, bullocks older than 15 years allowed. Violators face 6 months’ jail and/or Rs 1,000 fine.

5) Chhattisgarh
Slaughter of cow, buffalo, bull, bullock, calf, and possession of their meat banned. Transport, export to other states for slaughter also banned; attracts same punishment of 7 years’ jail, fine up to Rs 50,000.

6) Delhi
Slaughter of “agricultural cattle” — cow, calf, bull, bullock — and “possession of [their] flesh”, even if they are killed outside Delhi, banned. Buffaloes are not covered.

7) Goa, Daman and Diu

Primary – Total ban on slaughter of cow except when cow is suffering pain or contagious disease or for medical research. Prohibition of sale of beef or beef products in any form. (1978 Act)

Subsequent – All the animals can be slaughtered on ‘fit-for-slaughter’ certificate which is not given if the animal is likely to become economical for draught, breeding or milk (for she/buffaloes) purposes. (1995 Act).

Imprisonment up to 2 years or fine up to Rs.1,000 or both.

8) Gujarat
Slaughter of cow, calf, bull and bullock; transport, sale of their meat banned. Punishment: Rs 50,000 fine, up to 7 years’ jail. Ban does not include buffaloes.

9) Haryana
As per a 2015 law, “cow”, which includes bull, bullock, ox, heifer, calf, and disabled/diseased/barren cows, can’t be killed. Punishment: 3-10 years jail, fine up to Rs 1 lakh. Sale of canned beef and beef products, and export of cows for slaughter banned.

10) Himachal Pradesh
Slaughter of all bovines punishable by 5 years’ jail. Killing allowed in the interest of research, or if animal has contagious disease.

11) Jammu & Kashmir
Slaughter of cow and its progeny punishable by up to 10 years’ jail. Possession of “flesh of any [of these] slaughtered animal(s)” punishable by a year; killing of “he or she buffalo” punishable with fine five times the animal’s price.

12) Jharkhand
Slaughter of cows and oxen; possession, consumption of their meat, banned. Violators face up to 10 years’ jail and/or Rs 10,000 fine.

13) Karnataka
Cows can be slaughtered if old or diseased. Possession not a crime. But, a Bill proposed by BJP in 2010 made slaughter punishable by 7 years’ jail and Rs 1 lakh fine, but it did not become law.

14) Kerala

Panchayat laws provide for prohibition of slaughter of useful animals in Panchayat (non-municipal) areas in the State. Under the Kerala Panchayat (Slaughter Houses and Meat Stalls) Rules, 1964, no certificate shall be granted under Rule 8 in respect of a bull, bullock, calf, buffalo buffalo  unless the animal is over 10 years of age and is unfit for work or breeding or the animal has become permanently incapacitated for work or breeding due to injury or deformity. In 1976, the Kerala Government issued an executive order banning the slaughter of useful animals in the Municipal areas as well. Cow slaughter is prohibited but no penalty outlined.

15) Madhya Pradesh
Slaughter of cow, progeny banned. Penalty raised to 7 years’ jail in 2012, burden of proof on accused. Buffaloes can be killed.

16) Maharashtra
Slaughter, consumption of meat of cow, bull, bullock banned since March 2015 after revision of existing law. 5 years’ jail and/or Rs 10,000 fine. Slaughter of buffaloes allowed.

17) Manipur

According to Hindu religion the killing of cow is a sinful act.  It is also against Manipur Custom.  I cannot allowed such things to be committed in my State.  So if anyone is seen killing a cow in the State he should be prosecuted.

18) Odisha
2 years’ jail, Rs 1,000 fine for cow slaughter. Old bulls, bullocks can be killed on fit-for-slaughter certificate; cow if it suffers from contagious disease.

19) Pondicherry

Slaughter of cow totally prohibited.

Slaughter of bull or bullock permitted on ‘fit-for-slaughter’ certificate provided it is over age of 15 years or has become permanently unfit for breeding or draught. Prohibition on sale, transport of beef.

Imprisonment up to maximum of 2 years or fine up to Rs. 1,000 or both.

20) Punjab
“Beef” doesn’t include imported beef; “cow” includes bulls, bullocks, oxen, heifer, calves. Slaughter allowed for export, with government permit.

Imprisonment up to maximum of 2 years or fine up to Rs.1,000 or both. Burden of proof is on the accused.

21) Rajasthan
Slaughter of “cow, calf, heifer, bull or bullock” prohibited; possession, transport of their flesh prohibited. 10 years’ imprisonment and/or Rs 10,000 fine.

22) Tamil Nadu
Cow, calf slaughter banned; up to 3 years’ jail and/or Rs 1,000 fine. Beef consumption and slaughter of economically worthless animals allowed.

23) Uttar Pradesh
Slaughter of cow, bullock, ox banned. Can’t store or eat beef. 7 years’ jail and/or Rs 10,000 fine. Can import in sealed containers, to be served to foreigners. Buffaloes can be killed.

24) West Bengal

Slaughter of all animals permitted on ‘fit-for-slaughter’ certificate.

Certificate given if animal is over 14 years of age and unfit for work or breeding or has become permanently incapacitated for work and breeding due to age, injury, deformity, or any incurable disease.

Imprisonment up to maximum of 6 months  or fine up to Rs. 1,000 or both.

Concerned Law/Act : THE WEST BENGAL ANIMAL SLAUGHTER CONTROL ACT, 1950

The Jail terms 10 yrs for cow slaughter in Haryana, Jammu and Kashmir, Jharkhand and Rajasthan and hefty fine 1 lakh in Haryana, and Rs 50,000 in Chhattisgarh and Gujarat including clinching punishment up to varying terms in jail in other states have created a repercussion in India recent times.

While most of the Indian States treat cow slaughter illegal and punishable, then why this uproar when Hindus want to protect the law of the land and why so silence while Muslims violate the law!
